I have no experience with the VA however, the entire VA system has been under fire here for very poor performance of duties. If you know where your friend lives, most cities and towns in the USA have Veterans Agents to help with whatever they need

Although I'm a veteran, I've never availed myself of its medical services. For most of my life, the nearest VA clinic was at least 30 miles away. It didn't have the greatest reputation either (talking 1980s here). Thus, inconvenient access was a barrier to getting VA healthcare.
While there is a VA clinic here in Columbus, I've stayed on my wife's medical insurance. Thankfully, I have access to great care. I was dxed with wegs about two months after we moved here.
